Form IT-669 is the New York State tax form used to claim the Semiconductor Manufacturing Workforce Training Program Credit. It’s issued by the New York State Department of Taxation and Finance and applies to tax year 2025. This credit was created to encourage semiconductor manufacturers operating in New York to invest in training their workforce, supporting the state’s broader push to grow its chip manufacturing sector.

Not every manufacturer will qualify automatically. The state generally requires that the training program meet specific criteria set by Empire State Development or another designated authority before the associated costs can be claimed as a credit. When This Credit Applies

Some semiconductor credits in New York do allow carryforward provisions, so it’s worth checking the specific instructions tied to this form to see how unused credit amounts are treated in future years.
Since this is a relatively new and narrowly targeted credit, businesses should keep detailed records of training costs, program documentation, and any certification received from the relevant state agency. Tax preparers unfamiliar with this credit may not think to ask about it, so it’s on the business itself to flag that workforce training expenses were incurred and that Form IT-669 needs to be included with the return.
