Form RP-480-A is the application New York property owners use to request a real property tax exemption for eligible forest land under Real Property Tax Law Section 480-a. It’s issued by the New York State Department of Taxation and Finance and administered locally by county assessors, since forest land exemptions are tied to specific parcels and require ongoing management commitments.
This exemption is different from a general agricultural exemption. It applies specifically to woodland that is being managed for timber production under a certified forest management plan. If you own qualifying forest acreage and commit to a long-term management program, this form is how you formally request the reduced assessment that comes with that commitment.
Who Needs Form RP-480-A
You’d file this form if you own at least 50 acres of forest land in New York and intend to manage it commercially for the production of forest crops. The exemption isn’t automatic just because you own woodland — it requires that the land be enrolled under a certified forest management plan approved by the Department of Environmental Conservation. Landowners who qualify typically fall into a few categories:
- Private individuals or families managing timberland as a long-term investment
- Landowners working with a licensed forester to develop a certified management plan
- Owners re-enrolling land that was previously certified under a prior 480-a agreement
If your land is used for something closer to agricultural production, orchards, or livestock rather than commercial timber management, this isn’t the right form. Property owners dealing with structures related to farm operations should instead look at forms like Form RP-483, which covers agricultural and horticultural buildings, or Form RP-483-D for farm labor camps and commissaries. Neither of those applies to standing timberland, but they’re common companion filings for landowners who run mixed agricultural and forestry operations.
When to Use This Form
Form RP-480-A is filed when you first want to enroll forest land into the 480-a exemption program, or when renewing an existing commitment period. Because the exemption comes with a binding ten-year (or longer) management commitment, timing matters. You’ll need your certified forest management plan in place before or at the time of filing, since the assessor’s office will verify that the plan meets DEC requirements.
Keep in mind that this exemption comes with real obligations. Once approved, you’re committing to following the management plan, and pulling land out of the program early can trigger back taxes and penalties. It’s not something to file casually just to test the waters on tax savings — assessors expect landowners to follow through on the forestry commitments they’ve agreed to.
How to Fill Out and Submit RP-480-A
The official PDF is a fillable AcroForm, so you can complete it directly on a computer using Adobe Reader or similar software before printing for signature. The form asks for basic property identification (SBL number, acreage, location), details about the certified management plan, and information about the landowner or entity applying for the exemption.
You’ll generally need to attach a copy of your DEC-certified forest management plan along with the application. Once completed, the form goes to your local assessor’s office, not directly to the state tax department — assessors handle the review and approval process at the municipal level, since they’re the ones who apply the exemption to your assessment roll.
Deadlines follow the standard taxable status date for your municipality, so check with your local assessor to confirm the filing window. Missing that date typically means waiting until the following assessment year to apply. If you’re managing forest land alongside other exempt agricultural structures, it’s worth reviewing related exemptions like Form RP-483-C for temporary greenhouses, since some rural properties qualify for more than one exemption category simultaneously.
